Operations Division

The Operations Division is under the command of Captain Gary Benincasa.

A graduate of Tokay High School, Captain Benincasa joined the Lodi Police Department in 1983.  He has been involved in many assignments throughout his career; however, his assignment to the Special Weapons and Tactics Team was by far the highlight.  He was a charter member of the team, which formed in 1986, and retired as the SWAT Commander in 2004 after eighteen years of service.  He was a member of the 2001 Grass Valley Advance SWAT Competition Championship Team.

Captain Benincasa holds a BA degree from the University of San Francisco and a MA degree from Chapman University.  He was also a graduate of both the 214th Session of the FBI National Academy and the Los Angeles Police Department’s West Point Leadership Program.

Captain Benincasa has been married to his wife, Lori, for over 25 years and they have two sons, Aric and Nick.  They are members of First Baptist Church of Lodi and enjoy serving there.  He is also a member of the Mexican-American Lions Club.  He enjoys both baseball and football and is a dedicated fan of both the San Francisco Giants and the San Francisco 49ers.  In his spare time, he enjoys spending time with his family, vacationing in the Sierras and golfing.

The Operations Division consists of all uniform patrol services, including two special assignments, the traffic and downtown bicycle units (note: remove park patrol from this area).

In order to fully implement Community Oriented Policing Services in an effort to improve the quality of life for all of our citizens and to ensure they feel safe and secure, the city has been divided into three Patrol Districts encompassing five patrol beats.  Each patrol district has a commander, supervisors and a cadre of officers assigned to them.  Their goal is to better communicate with the citizens within their respective districts and work with them to solve neighborhood problems, focus on problematic call locations, and to prevent and reduce crime.
